Description The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture. The Public Health Division (PHD) employs around 42 staff based in Noumea and Suva. It supports members in developing healthier Pacific Island people and communities. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent diseases, restore and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services. The role – NCD Officer – Policy and Evaluation will support the co-development, testing and application of a Pacific NCD Policy Impact Evaluation Framework to strengthen the assessment of NCD policy effectiveness across Pacific Island countries. This role will work closely with the George Institute for Global Health and national stakeholders by facilitating country engagement, co-designing processes, piloting implementation and knowledge sharing. The position also contributes to generating evidence on the impact of NCD policies and interventions, helping to strengthen policy decision-making and improve NCD prevention and control outcomes in the Pacific region. The key responsibilities of the role include: Contribute to the co-development and refinement of the Pacific NCD Policy Impact Evaluation Framework Contribute to the review and assessment of global NCD policy impact evaluation frameworks and their applicability to Pacific Island contexts. Coordinate and facilitate co-design processes with partner countries, stakeholders and technical partners. Contribute to the development, testing and refinement of the Pacific NCD Policy Impact Evaluation Framework. Strengthen stakeholder engagement and country collaboration for NCD policy impact evaluation Support engagement and communication with Ministries of Health, NCD focal points, policy units and regional partners. Maintain effective working relationships with participating countries and project partners. Coordinate meetings, consultations, workshops and stakeholder engagement activities. Support piloting and implementation of the NCD Policy Impact Evaluation Framework Support pilot implementation of the evaluation framework in participating Pacific Island countries. Coordinate country-level activities and provide operational support during implementation. Assist with data collection, documentation and analysis associated with pilot activities. Contribute to technical outputs, evidence generation and knowledge dissemination Support synthesis of evidence relating to NCD policy impact and implementation. Assist in organising and delivering regional workshops and dissemination events. Remain informed of emerging NCD policy, evaluation and research developments relevant to the project. Contribute to programme coordination, capacity strengthening and partnership development Support RESist-NCD programme coordination and reporting requirements. Contribute to capacity-strengthening activities related to NCD policy evaluation. Develop and maintain professional networks with national, regional and international stakeholders. Key selection criteria Qualifications Bachelor’s degree in public health, health policy, public policy, epidemiology, health systems, monitoring and evaluation, social sciences, or equivalent body of knowledge and experience. Technical expertise At least 4–5 years of relevant professional experience in public health, health policy, research, programme implementation, monitoring and evaluation, or a related field. Demonstrated knowledge of non-communicable disease prevention and control, health systems, or public health policy. Familiarity with health systems, public health priorities and development challenges in Pacific Island countries. Experience supporting stakeholder engagement and working collaboratively with multidisciplinary teams and diverse partners. Demonstrated ability to analyse, synthesise and communicate information through reports, presentations and other technical outputs. Demonstrated organisational and project coordination skills, including the ability to manage multiple priorities and meet deadlines. Willingness and ability to undertake regional travel. Language skills Excellent English communication skills (oral and written) with a working knowledge of French being an advantage. Interpersonal skills and cultural awareness Ability to work in a multicultural, inclusive and equitable environment. Salary, terms and conditions Contract Duration – Until 15 September 2028 – subject to renewal depending on funding and performance. Remuneration – The NCD Officer – Policy and Evaluation is a band 8 position in SPC’s 2026 salary scale, with a starting salary range of 2,146‒2,683 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,632–8,290 (USD 2,876–3,595; EUR 2,595–3,244). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax. Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Suva – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
