Job Summary Provide day-to-day financial management and fund activation support for the RRF, ensuring sound budgeting, financial control, reviewing activation expenditure, donor reporting and accurate record keeping. Provide financial guidance to ACT Members, contribute to financial analysis and identify, assess and escalate financial risks and compliance issues as appropriate. Key Responsibilities Common Accountabilities (all ACT Humanitarian Team positions) Contribute to one integrated ACT Humanitarian Mechanism, operating under one strategic direction, one annual workplan and shared ways of working across core-funded, RRF-funded and shared functions. Promote locally led humanitarian action, collective accountability, dignity, inclusion, non-discrimination, gender equity, climate justice and a decolonial and anti-racist approach in line with ACT values and policies. Work collaboratively with ACT members, forums, regional representatives and Secretariat colleagues to strengthen preparedness, coordination, quality and learning. Ensure compliance with ACT Alliance policies, including the Code of Conduct, safeguarding, conflict of interest, complaints, safety and security, travel, environmental and finance-related policies. Contribute to planning, monitoring, reporting, learning and risk management processes of the Secretariat and the ACT Humanitarian Mechanism. Role-Specific Responsibilities RRF budgeting: Coordinate supporting inputs to the annual RRF budgets, forecasts and budget revisions, ensuring alignment with donor requirements and ACT procedures. Fund Activation Budgets: Review Activation Budgets submitted by members, providing guidance on eligible costs, cost compliance and documentation requirements, and flagging significant issues for further review. Disbursements: track disbursements, ensure accurate and timely coordination with the whole RRF team. Financial monitoring: Monitor and analyse project expenditure, forecasts and financial reports, identifying variances, delays, emerging financial risks and areas for follow-up. Donor reporting: Prepare financial reports for Donor reporting, support audits, evaluations and management responses, ensuring information is accurate, complete and appropriately documented. Member support: Provide financial guidance to members on reporting requirements, eligible expenditure, financial management practices related to RRF grants and supporting RRF projects audits Records: Ensure accurate, complete and audit-ready RRF financial and activation records, maintaining consistency with the Secretariat systems. Coordination: Coordinate with the Humanitarian Finance Coordinator and Secretariat finance department to ensure correct cost attribution and internal control compliance. Supervision & Accountability RRF Finance and Grants Officer reports to RRF Manager (operational); Humanitarian Finance Coordinator (functional). Key working relationships include: RRF Manager; Humanitarian Finance Coordinator; Finance Manager; Secretariat finance department; Humanitarian Programme Coordinator – RRF; ACT members receiving RRF grants; auditors and donors as required. Skills and experiences Education: University degree or professional qualification in finance, accounting, business administration, grants management or a related field. Experience: At least 7 years of relevant professional experience, including significant experience in financial/grant management within an international NGO, humanitarian organization or similar. Sector knowledge and technical skills: Strong knowledge of budgeting, grant agreements, financial monitoring, donor budgeting and reporting, audit preparation and internal controls. Experience providing financial guidance to local/national partners and reviewing financial reporting and compliance requirements. Strong Excel and financial analysis skills; experience with accounting and grant management systems required. Languages: Excellent written and spoken English; additional languages relevant to ACT regions are an asset.
